Do I need to install underfloor heating to use a heat pump?

No. While heat pumps pair beautifully with underfloor heating because both operate highly efficiently at lower temperatures, it is not a requirement. Heat pumps work perfectly well with radiators, provided they are correctly sized to deliver the required heat output at those lower flow temperatures. You can even use modern column radiators designed to mirror a traditional cast-iron aesthetic.
